Abstract:
A huge amount of money has been spent through different agencies for poverty alleviation programmes in Bihar State during the period of Sixth Five Year to Tenth Five Year Plan to improve the economic condition of the poor people of the State. This paper hypothesised the impact of Swarna Jayanti Gram Swarozgar Yojana (SGSY) implemented in Bihar over the last eight years. The study specified that the programme has a positive impact on the beneficiaries. The programme is not successful with regard to generation of employment as some activities created regular employment and some others created seasonal employment of the beneficiaries. It is obserbed that standard of consumption of food, clothing, education, health and other items etc., improved. It reveals that SGSY made an impact in developing the social awareness and living condition of the beneficiaries. The study also reveals that 43.86 per cent of the beneficiary households benefited in this programme as they increased their annual net income assets and savings etc. The incidence of poverty among the beneficiary households declined and the social empowerment of women improved significantly.

A Critical Study of Planning for Integral Rural Development

Abstract:
Four broad phases in the evolution of rural development strategies can be distinguished since independence. At independence, the national government inherited a series of grow-more-food programmes which begun in 1943. On the recommendation of the grow more food committee, they were brought within the frame-work of the national extension and community development programme. The second phase in rural development is represented by the early period of community development (1952-58), prior to the introduction of Panchayati Raj on the recommendation of the study team headed by Balwant Rai Mehta. The third phase was marked by a spate of state legislation on Panchayati Raj. By the end of the decade of sixties, a more balanced view of the possibilities and limitations of 'the green revolution' began to emerge. From the late sixties a series of new programmes were incorporated into the scheme of planning, each of which reinforced the notion of integration in rural development. These, together representing the fourth phase, included proposals for assisting small and marginal farmers and agricultural labourers, crash scheme for rural development, and programmes for hill areas, for drought prone areas, for command areas of irrigation projects, for tribal areas and for backward districts. Tentative beginnings towards the application of concepts like growth centres and regional planning of infrastructural facilities were also made.

A Study of Dietary Intake and Nutritional Status: Trends and Assessment

Throughout most of history, the quest for sufficient food was the chief occupation of the earth's people. The diet of Paleolithic hunter-gatherers, before the development of agriculture, is believed to have consisted of approximately 35% meat and 65% plant foods; no dairy products and practically no cereal grains were consumed. Meat from wild animals contains low levels of fats (4% in this early diet compared to 25 to 30% fat in today's domesticated animals), and the plant foods in this early diet consisted of a variety of vegetables and fruits (Eaton and Konner, 1985). The high-meat diet resulted in a high protein intake, but dietary fat was relatively low and contained more polyunsaturated fats than saturated fats. The intake of cholesterol, dietary fiber, calcium, and ascorbic acid is believed to have been high, but sodium intake was remarkably low. The accuracy of these estimates of the diet of hunter-gatherers cannot be established, however.

Abstract:
According to van Maanen and Schein (1979), mode of adjustment is the degree to which the managers change the work role as a means of adjusting. Jones (1986) also later on accepted this view of mode of adjustment. The literature on transitions and organizational socialization has drawn attention to there types of possible outcomes. (1) Affective states and their consequent coping response in those treatment that show transitions as sources of stress (Brett, 1980 a; Frese, 1982); (2) identity changes in which new values, skill and dispositions emerge as outcome, of the search for new personal meanings to match new situational demands (Stress, 1959, Brim, 1966; Hill, 1971); and (3) behavioral outcomes; adaptations to new settings that either re-enforce or transform elements of the organization culture (Van Maanen, 1976; Schein, 1978; Van Maanen and Schein, 1979). The possible interdependence of these outcomes has yet to be explored and sufficiently recognized. These outcomes specially, the last two, are related to Nicholson’s (1984) first principle of the theory of work role transitions. This principle is that the process of adjustment poses for the person the fundamental alternatives of adopting to meet environmental requirements or manipulating the environment to meet personal requirements.

The exploitative behaviour of the ‘Jotedars’ (middle and rich peasants) and opportunistic tendencies of political parties i.e. the Indian National Congress and the Muslim League towards Bargadars were witnessed in this movement. In current environmental scenario, water scarcity is a crucial problem, as need of water
increasing rapidly and its availability is not up to mark. Therefore, it becomes necessary
to develop scientific methods to utilize the water at its optimum level. The major aim of
this study was to device a distinct linear programming model, keeping in mind a group of
certain technical variables that may affect the revenue and profit of an agricultural
irrigation plan. This model shows an objective function which increases the total revenue
and also decides the frequency of water availability. It is presumed that production
function in response to water usage is there and freely available for certain crops and
explains the water consumption and crop production relationship.The LPP model is
designed heritably to ensure that the logical usage of the total accessible water resources
can be considered for irrigation plan in certain specific linear equations which were
formulated and used in the irrigation plan on the water consumption and crop production
function, total cultivated land and the various types of cost involved in it

Diachronic and Synchronic Approaches to Linguistic Variation: A Critical Overview

Abstract:
Language is a system of rules or conventions because a single word or an alphabet does not tell
much beyond its immediate meaning. Human beings usually use these conventions or regulations
together to form meaningful sentences. Apart from this description of language, the scholars,
critics, and linguists have tried to define language but they have not yet been able to find a
standard definition of „language.‟ Aristotle defines language as a speech sound produced by
human beings to convey ideas, feelings and emotions. He argues that only, in contrast to animals,
human beings can use “language” to indicate the right and the wrong, while animals can only
emit voice to indicate painful and pleasant things. Animal speech originates from the sensation
faculty, while human language involves not only the sensation faculty, but also a higher faculty of
the soul, namely thinking faculty or the experience of mind. Noam Chomsky argues that language
is the inherent capability of the native speakers to understand and form grammatical sentences.
There may be different definitions of the term „language‟, but all agree that language is a system
of communication and the human beings use it to communicate and interact with each other in
their everyday life. The most striking feature of language is that it is used only by human beings.
Animals also communicate, but their communication is limited to a small number of messages,
e.g. hunger, thrust, fear and anger. The human beings, on the other hand, can transfer unlimited
messages and ideas to their fellow beings. It is language that enables them to store knowledge,
and transfer it to the next generation. It helps them to yoke the present, past and the future
together. Another significant feature of language is its flexibility, i.e. it gets changed with time.
Here, we need to remember that language is always in a state of flux, and it is a natural process.
In this continuous process, a user of language not only uses the language heard or learnt
previously but also adds something new to the language acquired by him. It means he recreates
the language to make it suitable for his/her community. The change in language is a natural
process, and human beings show a natural tendency to use something new and peculiar to make
their language different from the previous generation. For instance, the language used by Chaucer
is different from the language of T.S. Eliot. Even the meaning of the words gets changed
according to the context and time. Chaucer wrote his Prologue to the Canterbury Tales in the 14th
century in which he mentioned that „April‟ is the season of re-birth, revival and regeneration. In
the 20th century the social conditions changed and T.S. Eliot in his The Waste Land wrote that
„April‟ the cruellest month. The thinkers and readers are supposed to know the different
variations of a language for better understanding and critical evaluation of a work of art. This
paper, thus, is an attempt to understand variations of English Language, particularly Diachronic
and Synchronic- the two critical dimensions of language change.

WOMEN VICTIMS OF ARTICLE 35-A IN JAMMU AND KASHMIR: A CASE STUDY ANALYSIS

Abstract:
Though there is single citizenship in India, the State of Jammu and Kashmir is peculiar in
the aspect that for entitlement to various rights in the State like the right to State
services, to own property in the State, right to State scholarships, etc, apart from Indian
citizenship, Permanent Resident Certificate (PRC) of the State is also required. This
provision was introduced in Section 6 the Constitution of Jammu and Kashmir by virtue of
Article 35-A of the Constitution of India. By an executive order, the State made the
provision that the women marrying outside the State of Jammu and Kashmir will lose
their status of permanent residents of the State on account of their marriage outside the
State and thus the PRCs issued to women were marked as ‘valid till marriage’. The High
Court of Jammu and Kashmir in the year 2002 rendered this provision as discriminatory
on the ground of gender. However, despite the High Court judgment, the discrimination
continues. This paper, which is the part of a study conducted on this group under the
ICSSR project is an account of the case studies conducted on some of the women facing
this victimisation and gives a direct insight into the experiences of the ‘deprived
daughters’ of the State.

stories. He was also the first critic who provided a workable definition of the modern

one or two hours in it perusal".2 Thus, Brevity is regarded as a very important feature of
modern short-story. This aspect sets it apart from novel or drama. However, modern
short-stories are also noted for elements of surprise, probability, suspense and
credibility.3 Following Poe, a good number of American writers took up the short-story
in earnest and produced many remarkable and convincing stories. As a knowledgeable
critic has observed, "It was born in America. sometime during the Middle of 19th

Balzac, and Maupassant across the Atlantic, and naturalized in England in the 1819 by

reduce anxiety levels amongst students. In my opinion, the primary objective of all effective and conscious
teachers should be to promote a safe and healthy learning environment wherein students will feel
confident, comfortable, happy and accepted. Time and again, I am convinced of the fact that only effective
and conscious teachers understand, acknowledge and therefore, appreciate the significance of creating a

General and Emotional Intelligence in Relation to Academic Achievement of Pre-service

(1956) and Emotional Intelligence by Dr. V. K. Rai (208) were used. Average percentages in all
examination of pre-service teachers were considered as their academic achievement. Including
descriptive statistics two-way analysis of variance and regression analysis ere used to analysed
data. Present study revealed that significant differences were among pre-service teachers with
low, average and high general intelligence on academic achievement in favour of higher scores.
Similarly, significant differences were found among pre-service teachers with low, average and
high emotion intelligence on academic achievement in favour of higher scores. Interaction
between general and emotional effect on academic achievement was also found significant. But
after controlling one variable to see effect of other variable on academic achievement, It as
found that both variable affect academic achievement of pre-service teachers.

also have an effect on the practice of democracy. India is perhaps the largest and most plural
society in the world where people speak an array of languages and use a wide range of scripts. All
the major religions – Buddhism, Christianity, Hinduism, Islam, Sikhism, and Zoroastrianism - have
an enormous number of followers in India. India is the world’s most complex and
comprehensively pluralistic society, home to a vast variety of castes, tribes, communities,
religions, languages, customs and living styles. The People of India project of the Anthropological
Survey of India estimated there are nearly 4,599 separate communities in India with as many as 325
languages and dialects in 12 distinct language families and some 24 scripts. Few Indians are not
immigrants, most people have come to a particular part from another part, may be from a
neighbouring district, state, more occasionally from distant parts of India. Just to illustrate the
complexity of culture, most households in India speak two to three languages. The mosaic of
identities that constitute the meaning of Indianness is on display on Republic Day every year. The
National Anthem emphasizes diversity in a similar manner. The first verse is a series of names of
different geographic regions, ethnicities and cultures. India is hailed as Punjab, Sindh, Gujarat,
Maratha, Dravida, Utkala, Banga in the same verse. The Indian subject is thus someone who is at
once some other thing at the same time.

31 he was the member of the team visited London during First & Second Round Table
Conference . He was a member of the Council of state for years 1933-1946, member of the
constituent Assembly of India for years 1947-1952. He was elevated from C.I.E. and made
a Knight Commander of the Most Eminent Order of the Indian Empire on 1 January 1933.
After the Nepal Bihar earthquake in 1934 he started construction of a fort call Raj Quila .
British Raj announced to confer the title of "Native Prince" to Maharaja Kameshwar
Singh.m The contract was given to Calcutta based firm and work was on in full swing in
1939-40. Three sides of the fort were constructed with all the protective measures .

English word 'Love' and the terms 'preya' and 'premaspada' are used for all those appear lovable
to us. The term is often equated with Sexual attraction, compassion, affection, fondness,
friendship, alliance, some pact or deal and with so many human merits or say demerits in terms
of Nietzsche. Is love an object? If it is, the word 'love' in a very general sense, may mean either
universal or individual or individual qualified by universal or universal qualified by individual.
Since the term 'love' denotes an abstract concept, it denotes as universal meaning which in the
analytical scheme is defined by different persons in different ways as per their personal feelings
of love in the empirical world and, therefore, it is difficult to come to an agreeable definition of
the world. It is not an object? Most of the scholars accept love as such an object that cannot be
defined in specific terms. Definitions vary because of it being an abstraction. But if it is so then
there is all logical possibility of an abstracted being to be defined agreeably by all those having
abstracting capacity.

Abstract:
Today students are technologically more advanced than the teachers.But unfortunately
the teacher educators and teachers have failed to keep pace with the changing times.What the
teachers require is not just agood level of skill but a good conceptual understanding about the
place of information technology in contemporary pedagogy along with a basic not necessarily
advanced technological competence. The purpose of the study was to present a systematic review
of the available literature concerning the problem. The problem is‗Teacher education curriculum
for digital age learners‘. Researchers suggest that teaching needs to be purposeful and adaptive in
technological world. An important aspect is the extent to which the present and future teachers
understand and are sensitive about Information Technology to integrate it into their pedagogy.
The study involved content analysis of the available literature on teacher education and digital
learning both online and offline. It was found that merely introducing technology to the
educational process is not enough to ensure technology integration since technology alone does
not lead to change. Rather, it is the way in which the teachers integrate technology that has the
potential to bring change in the educational process. Findings suggest that technology integration
must become a component of the entire educational process and not be confined to just training
courses. It was concluded that there is a need to redesign teacher education to focus on the
learner, to professionally equip prospective teachers to evolve pedagogic approaches and create a
learning environment that addresses the needs of the learner.

Administrative functions are those functions which are neither legislative nor judicial in
character. Where as the word quasi means not exactly. Generally, an authority is described as
quasi. Judicial when it has some of the attributes or trappings of judicial functions but not all. In
the words of the committee on Ministers' powers, the word "Quasi"; when prefixed to legal term;
generally means that thing, which is described by the word; has some of the legal attributes
denoted by the legal term, but that it has not all of them.1
The dividing line between administrative power and quasi judicial power is quite thin and
is being gradually obliterated. In recent years the concept of quasi judicial power has been
undergoing a radical change. What was considered as an administrative power some years back
is now being considered as a quasi-Judicial Power. Acts of an administrative authority may be
purely administrative or may be legislative or judicial in nature.2 Decisions which are purely
administrative stand on a wholly different footing from judicial as well as quasi-Judicial
delusions and they must be distinguished. This is a very difficult task. Where does the
administrative end and the judicial begin? The Problem here is one of demarcation and the courts
are still in the process of working it out.3
Administrative function used in carrying out an administrative programme and is to
broadly construe to include in any aspect of organisation or management. Administrative
functions means functions normally associated with routine operation of government, including
tax assessment and collection, personnel services, purchasing records management services, data
processing, warehousing equipment repairing and printing.

environment will absorb the best efforts of present and future HR practitioners. The
literature review reveals that culture, change and diversity considerably influence
organisations’ approaches to do business significantly. The research reports on the
perceptions of HR personnel to identify and prioritize five of their present capabilities,
competencies and business practices for 2010, and trends for 2020, in order to achieve
competitive advantage. The findings indicate that HR practitioners place a high value on
international experience, computer literacy and change management, but are less
enthusiastic about leadership of the organisation, and attribute little store on the need to
communicate in a foreign language. Serious implications are raised for HR management in
the light of trends, such as increased international competition. Identified future
competencies and capabilities for HR personnel are also discussed.
