PUBLIC PRIVATE PARTNERSHIIP IN HEALTH CARE SERVICES IN RAJASTHAN
Dr. Laxmi Parewa
Abstract:
The concept of Public Private Partnerships (PPPs) has emerged as a viable option for infrastructure development especially in the context of developing countries. PPPs are emerging as an innovative policy tool for remedying the lack of enthusiasm in traditional public service delivery. They represent a claim on public resources that needs to be understood and assessed. They are often complex transactions, needing a clear specification of the services to be provided and an understanding of the way risks are allocated between the public and private sector. In the context of developing countries, the recent increase in PPPs has been attributed to several reasons such as the desire to improve the performance of the public sector by employing innovative operation and maintenance methods; reducing and stabilizing costs of providing services; reinforcing competition; and reducing government budgetary constraints by accessing private capital for infrastructure investments. Private sector involvement in the delivery of public services is not a new concept; PPPs have been used for over three decades, predating the contracting out initiatives of 1970s in the USA. Initially focussing on economic infrastructure, PPPs have evolved to include the procurement of social infrastructure assets and associated non-core services. In Asia, countries like China, Malaysia and Thailand started some projects with private participation in mid 1980s in one sector or so, but later on in the 1990s most of the countries in the region involved private sector in the provision of one or more of the infrastructure facilities. This chapter sheds light on the PPP concept and the rationale for increasing use of PPP projects in developing countries. It also discusses the evolution of PPP at the international level as well as in Asia and India. Finally, this chapter discusses the current status of PPP projects in India at the central and state level as well as in various sectors

USES OF ICT TO GET COMPETENCY IN ENGLISH LANGUAGE
Ravindrakumar Mohanbhai Patel
Abstract:
This activity provides training in the application of pedagogical principles in teaching languages with technology and promotes the effective use of ICT tools and open resources in support of quality language teaching and learning. The key reference tool is the “ECML inventory of ICT tools and open educational resources”. The activity initiates local and regional clusters of multipliers promoting the use of ICT tools and open educational resources.
Language education is an area where open-access resources, online courses, virtual classrooms and social networks based on information and communication technology (ICT) are being increasingly used to give learners access to information, promote interaction and communication, and enhance digital literacy skills. However, the rapid development of tools and resources presents both opportunities and challenges. In order to maximize the potential of ICT in language teaching, it is crucial that it is used in a pedagogically sound way that corresponds to the individual needs of the learners. It is also important that the use of ICT is introduced and supported in a sustainable way and in a range of pedagogical approaches that promote lifelong learning

Somjit , Dr. Sanjay Kumar
Abstract:
Agriculture has got important role in Indian economy. The growth of Indian economy depends upon the growth and performance of agricultural and allied sector as it accounts for about 55 percent employment of total labour force of the country even through the contribution of agriculture sector to our GDP is about 17.7 percent of year 2017-2018.
However, the importance of this sector cannot be under estimated for performance of Indian economy. Thus, there is a need to sustain the growth of agriculture sector. Many efforts have been made by the Indian government. One of these is to provide adequate credit to the agriculture sector to fulfill the need of farmer and his farm for required input of farm. In the earlier credit delivery system, there was no provision of feed and machines for live stock maintained by the farmer. Administration under Begums with special reference to Princely State of Bhopal
Dr.Prasanta Kumar Mandal
Abstract:
The history of Bhopal is the history of the rule of women. There were no four female rulers
anywhere in the world. They are so progressive and so secular. The history of Bhopal is 240 years
old, out of which 107 years it was ruled by women. Women ruled the most in any state of India, in
Riyasat-e-Bhopal, and after Britain's Victorian rule, it became the world's longest-running one-man
rule run by the Begums here. Bhopal, a princely state of the Nawabs, enjoys a place which is not
held by any other state or princely state in the world except the United Kingdom. Bhopal was the
second state or princely state in the world where four women ruled. These women Nawabs held the
power of the princely state of Bhopal for 107 years.
The princely state of Bhopal was founded in 1708 by Sardar Dost Mohammad Khan. Gohar Begum
Qudsia of the historian Syed AkhtarHussain assumed power in Bhopal from 1819 to 1837. She was
the first woman Begum of Bhopal. After this, three women Nawabs took over the reins of Bhopal
from 1844 to 1926. In Bhopal, the construction of mosques and most other buildings was done
during the construction of the dam on the pond. Those were the 107 years of the 240-year-old history
of Bhopal when the Begums ruled here. Over the years, the princely state received four consecutive
Begums, who not only decorated the city with their architecture but also protected the princely state
with the help of their intellects; the first ruler of those Begums was Kudesia Begum. It was he who
built the Qudsia Mosque.

Reading Positions: Gender and Class portrayed in different Art Forms
Dr. Varsha Gupta
Abstract:
The focus of this paper is to illuminate the relationship between language and social structure
rather than just highlighting gender. Language is not „neutral‟ as it does not reflect equality for
the simple reason that the different social groups that constitute our society have not been
treated equally. Language is one of the forms of covet politics used by the power structures
that govern the society. Politics is manifested in different forms in society. Strategies are
framed and strengthened to perpetuate the ideologies of the power structures. Language is used
as a main tool for the perpetuation of any ideology. Language reflects society and is used by
the groups of people that enjoy the privileges of power to legitimize their own value system by
labeling others „inferior‟. According to Frank, language reflects and transmits the culture of
the society on the one hand and serves as a powerful weapon with which a dominant group
maintains their value system and hierarchy on the „other‟. Saussure views linguistic
phenomenon as a dynamic and rotational system of oppositional difference. Structuralism puts
forth a theory that linguistic signs are arbitrary and rotational.

THE SETTLEMENT OF INDUSTRIAL DISPUTE OF STRIKE THROUGH
ARBITRATION IN INDIA
PRAHALAD,
Abstract:
Arbitration is the most traditional form of private dispute resolution. Like conciliation,
arbitration involves a third- party intervention in a conflict resolution process. However, in
arbitration, the third-party intervenes with the agreement of the parties and with the power to
make a decision. Because of the power to make a decision, arbitration may be classified with
litigation as an adjudicatory process. Arbitration differs from litigation, however, in that it may
take place outside the court system and may not be subject to courtroom procedures such as
rules of evidence or appeal. Arbitration is the also the method to settle the industrial dispute
like strike. Strike is the powerful weapon in hand of employees for the fulfill of their demand.
section 10A of the Industrial dispute Act 1947 provide that where any industrial dispute exist
or is apprehended the employer and workman may, at any time before the dispute is referred to
a labor court, industrial tribunal or a national tribunal, refer the dispute to arbitration buy
mutual agreement.

Teacher Education - Issues And Problems in Teaching
Dr. Parmanand Tripathi
Abstract:
Education has a very significant role in developing an individual to the level of perfection by
drawing out the best citizen from him, best Indian from him. Education is a lifelong process and
without the help of a teacher it will be incomplete. Teacher preparation has been a subject of

themselves. No nation develops beyond the quality of its education system, which is highly
dependent on the quality of its teachers. Some problems are plaguing the system of teacher

Religions, Democracy And Governance:
Spaces for tiieMarginalised in Contemporary India
Dr. Saket Kumar
Abstract:
The constitutional framework that structures the relationships between religion and politics in
India reveals how the democratic and liberal concern for equal treatment and liberty for all
has been pursued, along with a deep commitment to recognizing and protecting religious and
cultural diversity. This paper emphasises the distinctiveness of the Indian conception of
secularism. Experience of the working of Indian democracy over the last six decades reveals
that competitive electoral politics compels parties to woo people from different communities.
Even when a religious community has an organized religious political party that claims to
speak on its behalf, not all sections of the community align themselves with that party. Other
axes of identity, such as caste, divide religious communities. The spaces opened by democratic
politics and the dynamics it creates need, therefore, to be factored into any discussion of
religion and politics. Relationships between religion, politics and governance are further
examined through case studies from the states of Punjab and Maharashtra of political
mobilizations by marginalized groups within three religious communities: Hindus, Muslims
and Sikhs.

THE ROLE OF INDUSTRIALIASATION ON ECONOMIC DEVELOPMENT OF BIHAR
Sanjay Kumar Singh
Abstract:
duction:
Bihar a land locked state is one of the poorest and least developed states of India. It is
characterized by low per capita income, large-scale unemployment and under-employment and
very high incident of poverty. Poverty in Bihar is not only acute but it is a chronic malady
more so after the division of the state in 2000. The Undivided Bihar was quite rich in natural
resources as there existed unlimited minerals and forest resources, sources of power etc. This
only clearly indicates that the 'Bihar Economy then presented a paradox of poverty in the midst
of plenty.' Though the situation has undergone a basic change after division in 2000, still it has
a good prospect as present Bihar possesses very rich and fertile land resources along with
ample water resources sufficient for agricultural purposes.

UTILISATION AND PROBABILITIES OF HYDAL POWER IN
BIHAR :A CASE STUDY
Dr. Subodh kumar Nirala
Abstract:
The Bihar Hydroelectric Power Corporation has been in the vanguard of Bihar’s efforts to
deploy hydropower in the State. However, to achieve this in a topography characterized by
plain land, the company had to innovate by using the existing canal network in regions on
both sides of the Ganga. It would be no exaggeration to state that this strategy has been quite
successful. Indeed efforts of the BHPC have led to a quarter of the State’s small hydro
potential being exploited and this figure is expected to jump even higher in the near future.
With over as many as 22 projects in operation and 17 projects under construction, BHPC can
pride itself on being one of the largest developers of renewable energy in India. The company
has however not rested on its laurels in the small hydro domain and has now set its sights on
redressing the thermal-hydro imbalance in the state in a ‘bigger?way. BHPC has now
embarked on an ambitious expansion programme that seeks to set up large pumped storage
projects in the Kaimur region of Bihar with a total capacity of 2570 MW and run of the river
projects in the potential rich Kosi Basin. Indeed Bihar’s first large hydro project - the 125 MW
Dagmara HEP on the Kosiriver is well on its way. This project besides yielding energy
benefits will also serve to prevent the devastating floods that are a tragic but recurrent feature
of North Bihar. It will also facilitate the construction of a further 17 smaller but significant
projects downstream to Dagmara. The Kosi sphere of activities reiterates BHPC’s larger
commitment of generating sustainable businesses that yield direct benefits to the poor and the
environment. Indeed the company can pride itself on its environmental sensitivity epitomized
by conservation efforts in the vicinity of its numerous projects.Work has also advanced on the
450 MW Indrapuri Project which besides generating power would also act as an irrigation
dam. With over 3000 MW worth projects on the anvil, clearly exciting times are ahead for
BHPC and Bihar. In fact this has been attested to by numerous foreign functionaries who are
very bullish on the prospects of hydropower development in Bihar.

Dr. Uday Kumar Sah
Abstract:
This paper is an attempt to study the personality profiles of college boys and girls of Darbhanga District of bihar . A
total of 200 adolescent respondents, comprising of 100 male and 100 female students were obtained through random
sampling technique. To assess the personality of the respondents Eysenk personality Questionnaire (EPQ) test was
administered on the selected 200 respondents. In order to study the mean differences between boys and girls with
respect to various dimensions of personality, t-test was used and the obtained results are interpreted and discussed.
The findings of the study reveal that there are certain personality profiles among the college boys and girls which can

Psychotic, Extraversion, Neuroticism, and Lie trains persons for various life situations of the present and future. This
logic implies that psychotic, extraversion and neuroticism are interlinked and complementary to each other. Therefore,
it is imperative for educators and researchers to understand the trends in college students‟ adjustment and the factors
contributing to their good mental health. The study conducted by the investigator was a sincere attempt to understand
the problems of adjustment faced by adolescents in areas- Gender, Psychotic, Extraversion, Neuroticism, and Lie
Total sphere. Accordingly it would help in developing social and emotional maturity among the learning youth.

DIFFERENCE BETWEEN FILM AND THEATRE
Prof. Dr.Nilesh P. Sathvara
Abstract:
There are some differences that must be taken into consideration and addressed in the
course of the work. The first and most obvious of these is the question of size. We've examined
the issue of size of screen in the chapter about the actor and the camera, particularly in the use of
close-ups, but here I am referring to another aspect that is almost the opposite concern. It is that
in theatre, the presence of a proscenium, or whatever separates the live audience from the actors,
demands a certain level of projection. It is not only necessary to be seen and to project the
actions and activities clearly, the actors must also be heard and understood in the upper reaches
of the balcony. The actors training therefore must include the ability to retain the truth of their
characters while finding a level, often slightly larger than life, that will project that reality to the
large watching audience. The camera, conversely, is like a microscope examining the actor's
every move, the slightest twitch. But the quick wink of an eye, so telling on the screen, might be
lost to an audience of more than 25 in a theatre environment.

Disillusionment with Grand Narratives : An analysis of Jean Francois Leotard’s The
Postmodern Condition.
Devender Singh
Abstract:
The present paper is an analysis of Jean- Francois Lyotard's opinion about Postmodernism as
―incredulity towards metanarratives‖ (509).In The Postmodern Condition: A Report on
Knowledge Lyotard traces the formation traces the formation and decline of the Grand Narratives
as the medium of making knowledge believable and legitimized. From the very early ages to the
Enlightenment myth had been the self-sufficient means of preservation and distribution of
knowledge without any claim of falsity or any proof of verification- as a self verified grand
narrative. But during the Enlightenment era, when reason replaced religion, science too,by using
reason and progress as proofs of verification, sought acceptance and became grand narrative.
But, in twentieth century, when scientific knowledge was used more for destruction than
creation, it lost its proofs of verification- the grand narratives of reason, progress ,happiness ,
and freedom.

TREND OF POPULATION GROWTH IN SOUTH BIHAR
TREND OF POPULATION GROWTH IN SOUTH BIHAR
Abstract:
The region of South Bihar has only two important resources: the fertile alluvial plain
and large population size and the development of the state entirely depends upon scientific use
of land and proper development of human resource. The fertile land of the state is not suitable
for intensive use in the nature form because of the problems of flood, lack of irrigation
facilities, lack of other agricultural infrastructure, etc. In considerable areas and only limited
areas provide ideal condition for varied use of the land. Similarly large population size also
faces the problem of poor literacy, poor health, high growth rate, large dependency on
agriculture activities, poor participation in non-agricultural activities, mass people living in
rural areas, etc. As such there is need to take case of these two resources with priority. In this
paper attempt was been made to analyze different aspects of human resource of South Bihar.

Aalia Khan
Abstract:
Vocabulary is the first and foremost step in language acquisition. Language teaching is an ancient
art and has always existed in every civilization. Every child born in the community was initiated
into language learning which compulsorily included learning of vocabulary. The recorded history
lets us know that basically teaching was confined to religious teaching mostly done in oral form,
leaving little or no scope for change in words or acquisition of words. As days progressed man
started discovering new avenues and resources, involving in new ventures, growing in population

Faith, hope and desperation- a study of the themes in Shantana Saikia’s translation of
Dhrubajyoti Borah’s Hunger
Md. ShalimMuktadir Hussain
Abstract:
Dhrubajyoti Borah’s novels deal with the intricacies of life on the banks of the
Brahmaputra River in Assam. In all his novels and short stories he explores the lives, loves and
losses of people living in the valley of the largest river in India’s North East. Hunger follows the
route of his other books and depicts the life of an ordinary daily wage labourer from the BengaliMuslim/ Bengal origin Muslim community in Assam. This short book, in essence more of a
novella than a full-fledged novel, goes through the life of Farman as he comes to maturity,
marries, innocently selects a life that leads him down a dark path and ends up in the state of a
beast- naked, helpless and brutal.
