To accelerate growth and reduce poverty, World Bank group and other international agencies provide targeted assistance to small and medium scale enterprises in developing economies and thus include Nigeria. There is a relationship between small and medium scale enterprises and economic growth in Nigeria but what is the degree of significant even-though the country strives to achieve poverty alleviation, industrialization, millennium development goals (MDG's), vision 2020 among other sustainable development programmes.

A teacher's personal qualities educational qualifications, his professional training, his managerial skills and the place he occupies in the college and in the community contribute to the quality of his teaching. The education of a teacher is not complete on receiving a degree or diploma from a college or university. Pre-service education or joining a college or university is only the first stage in the continuous growth of a teacher in his profession.

Abstract:
In this paper a new approach of web based human resource management system has been developed. The purpose of this research is to develop the web based system with a comprehensive and efficient foundation for web based recruitment and orientation for human resource department (HRM). The previous system was manual in which different registers were involved to maintain the information, data and was fed directly into the registers. It was difficult to find appropriate data because it was in scattered form. It was very difficult to access appropriate data and to generate reports. So the previous system was less efficient, difficult to maintain and had great chances of inaccuracies. The developed system has improved the present system by making it smooth, efficient and accurate by converting the manual system into a web based system according to the prescribed constraints and restrictions. The system is performing such tasks like recording, analyzing, computing, interpreting, processing and generating the required reports.

Food Security- Need for a Commitment to Universal Distribution System. Dr. G. V. Kokkalki
Abstract:
Hunger and nutritional deprivation on a mass scale are key challenges before the country. The policy response from the government and its various arms is slow, grossly inadequate and confused. The imposed food security bill is in the process of being finalized by the National Advisory Committee, NAC recommended that legal entitlement to subsidized food grains should be extended to at least 75% of the country is population. The Rangarajan Committee however did not favour the recommendations of the NAC. It favours mandatory entitlement of food grains for the priority (BPL) category but not for the general category (APL) Further it suggests that the subsidized grains to the poor should be linked to inflation and to consumer price index in the country.

Economic development of country largely depends upon the rural areas because India lives in villages. About 70 per cent of the population living in rural areas depends upon agriculture and its allied activities. But agriculture alone can't provide employment to the vast millions of the population. So it causes migration of rural people to urban areas in search of employment. Therefore, there is a need to provide employment opportunities through the rural industrialization. The present study is based on data, available from the annual reports of Khadi and Villages Industry from 2000-01 to 2008-09. The Socio-economic Characteristics of the Poor in Rural Kerala. K. Rajan
Abstract:
In this paper the author examines the socio-economic characteristics of the poor in rural areas of Thrissur district of Kerala collecting primary data from among 200 poor households during the year 2007. The study concludes that the bulk of the poor belongs to scheduled and backward castes, and the housing condition of the poor in terms of roofing pattern and area is unsatisfactory although vast majority of them have toilet and electricity facilities and live in own houses either provided free by the government or homesteads. The study also reveals that Joint family system is widespread among the poor and they have a bigger family size and the poor families have more females than males.

‘Formation Studies of Some Hetroligand Complexes of Rare – Earth Metals’

Abstract:
Potentiometric evidences have been cited for the formation of 1:1:1:1, MLL′L″
quaternary complexes [where M (III) = La (III), Pr (III) and Nd (III), L = ethylene diamine –
N, N, N′N′ – tetra acetic acid (EDTA), L′ = furan – 2 – carboxylic acid (FA) and L″ = 2 –
hydroxybenzylidine anthranilic acid (HBAA)] have been studied potentiometrically with a
view to determine their formation constants, thermodynamic parameters and to explore and
confirm the possibilities of their expended coordination number [1, 2]. The formation
constants logKMLL′and logKMLL′L″for the resulting ternary and quaternary complexes at
constant ionic strength (µ= 0.1 M KNO3) and four different temperatures (15± 0.1°C, 25±
0.1°C,35± 0.1°C and 45± 0.1°C) have been evaluated. The order of formation constants in
terms of metal ions has been found both in ternary and quaternary complexes as: La (III) ˂ Pr
(III) ˂ Nd (III) and in terms of Complex species as: ternary ˂ quaternary. These orders have
been explained in terms of increased number of fused rings [3]. The obtained negative values
of ∆G° indicated the spontaneous nature of the reaction and the bond formation in the
resulting complexes. The obtained negative values of ∆H° and positive values of ∆S°
indicated that both enthalpy and entropy favours the complex formation.

the constitution did not contain any rights for them. What is the mandate of the Article 340?
Is it to identify the shudras or the left out dalits from the purview of reservation is one of the
big conundrums. What should be the criterion to identify is also another dilemma. Should
caste alone sufficient? Should class also be utilised is another matter. The Congress and its
complete neglect of the backward classes is due to the concept of “coalition of extreme”
strategy adopted by it. That is the reason why the Congress has ignored the first backward
classes commission and second backward classes commission reports. But with the rise of the
BJP and earlier Janata party the backward classes and their numbers have become very
important. In the process BJP has made the Congress party to also gain the support of the
backward classes
